SOCIALIST OUTBREAK LIKELY IN SPAIN. HUNDRED THOUSAND WORKERS ON STRIKE . DRASTIC ACTION TAKEN. (Received Thursday, 11.20 p.m.) MADRID, March 8. With a general outbreak by Socialists seeming inevitable, the Government has proclaimed a measure of martial law. Nearly a hundred thousand workers are on strike here and in many provinces. Serious trouble is feared. The police have ibeen given power to summarily arrest anyone and search homes and business premises. Street gatherings are prohibited. •
