EUROPEAN TURMOIL.

AUSTRIA IN STATE OF CIVIL WAR. NAZIS IN THE BACKGROUND. (Received Tuesday, 11.48 p.m.) _ LONDON, February 13. The morning newspapers resemble war-time editions, with their stories of fighting. Many describe Austria as in a state of civil war. With France and Spain also in the throes and Russia and Germany obsessed by armaments, Europe presents a tragic spectacle. Late messages indicate that the Socialists’ fourteen years’ rule of Vienna has definitely ended. The Nazis remain in the background. The French standstill yesterday paralysed business and telephone calls between Paris and London. Cross-Channel steamers brought many people from France, including French women and children sent to England by their menfolk for safety.
