AT LEAST THOUSAND BANKS OPEN AGAIN. UNDER FEDERAL & STATE / LICENCES. STOCK EXCHANGE RESUMES. NEW YORK, March 14. At least a thousand banking institutions throughout the United States reopened for normal business on Tuesday under Federal and State licences. Three hundred and forty opened on Monday and many more will resume on Wednesday. Many other banks are operating under restrictions pending approval by State and Federal agencies. The Stock Exchange on Tuesday directed: all members to be ready to resume business on Wednesday. It is definitely announced that the Stock Exchange will then reopen. Certain restrictions will remain in force. BANKER ARRESTED. CHARGE OF CAUSING FALSE ENTRIES. NEW YORK, March 14. Joseph W. Harriman, chairman of the board of directors of the Harriman National Bank and Trust Company, was arrested on Tuesday on a charge of having caused false entries to be made in. the books of the bank with intent to deceive the Comptroller of Currency and his agents. DOLLAB & POUND. NEW YORK, March 14. The pound jumped 3 1-8 cents on Tuesday, closing at 3.45 1-8. The Canadian dollar closed 3-8 cent down at 83 3-8 cents. TARIFF SYSTEM. COMMON SENSE URGED. (Received Wednesday, 11.10 p.m.) WASHINGTON, March 15. Attacking the present United States tariff system, the Secretary of Commerce, Mr. Roper, on Tuesday night advocated a tariff policy “of common sense and common decency to other nations.” There are honest differences of opinion as to tariff policies,” he said, “but I believe an overwhelming majority of the people in America have unmistakably shown that they are tired of a policy that has antagonised every other nation in the world,” he declared.
