While the flower of the Manchukuo and Japanese Manchurian forces are engaged in the subjugation of Jehol, the authorities in Manchukuo are proceeding to put into operation a gigantic teu-year plan, forming the foundation of the future economic, industrial and commercial development of a vast and naturally wealthy territory. The Government announces that it is proposing the construction of 4000 kilometres of railways every ten years, with the objective of 25,000 kilometres. The plan also includes harbour improvements at Antung, Yingkow and Hulutao, and 60,000 kilometres of good roads and model cities at Mukden, Harbin, Kirin, Hsinking, Tsitsihar, and Daren. JEHOL CAMPAIGN. HEAVY CHINESE LOSSES REPORTED. PEKIN, March 13. The capture of Kupeikow Pass by the Japanese is confirmed by Chinese official sources. The Chinese casualties are officially estimated at 45,000. ARMS EMBARGO LIFTED. BRITAIN FINDS AGREEMENT IMPOSSIBLE. NEGOTIATIONS TO PROCEED. RUGBY, March 13. Mr. Baldwin announced that as there was no prospect of international agreement, the Government had decided to remove the embargo on the exportation of arms to China and Japan as from to-day. It was the Government’s intention vigorously to pursue the conversations already begun, as and when the opportunity offered, with the earnest desire to arrive at a form of agreement which would in future secure a uniformity of action on this important subject.— (British Official Wireless.)
