PROMINENT COMMISSARS ACCUSED. (Received Thursday, 7 p.m.) MOSCOW, December 22. Reports announce the arrest of three prominent Soviet Commissars, Aifmont, "Tomasehev and Smirnov, on a charge of conspiring against Stalin, with the knowledge of Rykoff and Tomsky.
