(Received Wednesday, 7 p.m.) LONDON, July 15. “The Times,” in a leader, says: “The satisfactory trade agreement with Australia will encourage Canada to open negotiations to end the unfortunate dispute with New Zealand. The treaty will be welcomed in Britain as a step in the right direction, though regret will be widespread that it is not the British Government that is taking the lead in the movement to promote trade within the Empire.
