En route to Washington, Judge Paul Linebarger, Legal Adviser to the Chinese Government, arrived here as the special envoy of the President, Chiang Kai-shek, to negotiate with the United States a, Government loan of one billion ounces of silver, worth about 360 million dollars, to rehabilitate the whole of China. Judge Lineberger said he would ask Congress .to authorise a loan on a basis of fifty years at two per cent, interest.
