NEW CAMPAIGN IN ENGLAND PLANNED. LABOUR GOVERNMENT CHIEF OBJECTIVE. TRAINING SCHOOLS FOR LEADERS United Press Association. —By Electric Telegraph.—Copyright. (Received Sunday, 5.5 p.m.) LONDON, September 27. “The Times” Riga correspondent says that with, the admission that Communism has thus far failed to attract the British masses, the Communist International has ordered the British Communist Party to begin a new and energetic campaign, introducing new methods including the immediate opening of nine Communist schools in England for training district leaders, also special courses in all populous centres. The Labour Government and the Labour Party, it is stressed, must be among the chief objects of attack. All non-COmmunist organisations, including Boy Scouts, must be destroyed. The Soviet has ordered the Supreme Economical Council to organise a new State industry for mending old clothes. Plans are to be completed within ten days for the establishment of State mending centres in all big towns. It is hoped thus to alleviate the textile crisis and overcome the present inability of the majority of the people to obtain new garments.
