NEW SETTLEMENTS PLANNED. COMPREHENSIVE SCHEME. SELF-SUPPORTING COMMUNITIES. LONDON, August 12. It is now disclosed that a comprehensive scheme will he submitted to the Imperial Conference involving the formation of public utility corporations for the purpose of developing trade in unsettled parts of the Empire. The proposals differ from the present migration methods, inasmuch as the aim will be building up entirely new settlements containing self-supporting communities of varied occupations. The corporations will be backed by Govepument credit and would act as publie contractors employing men and women for definite periods.
