MB. BALDWIN’S EXPLANATION. PROTECTING THE PUBLIC. LONDON, April 18. Mr. Baldwin, in a letter to Mr John Buchan, Conservative candidate for the Scottish Universities seat at a by-elec-tion owing to the death of Sir Henry Craik, says that as the first candidate after the introduction of the Trade Union Bill he will be expected to explain the Government’s policy. This is essential, as a campaign of misrepresentation has begun. “The main purpose of the Bill,” says the letter, “is the protection of the nation from the form of industrial coercion known as the general strike and the restoration tf individual trade unions of freedom from victimisation, intimidation, and unjustifiable pressure to contribute to political funds, with which they may have no sympathy. No responsible leader can urge the coercion of the Government as the legitimate purpose of any strike or that those refusing to participate arc not entitled to protection, or that it is fair to require Liberal or Conservative trade unionists to contribute to political opponents’ funds.”—(A. and N.Z.)
