VICTORIAN PROPOSALS. MELBOURNE, October 6. The Assembly read a second time a bill for creating a rural bank as a department of the State’s savings bank. It proposes to make available £5,000,000 for advances to farmers, repayable over thirty-five years; also fixed loans, repayable in five years. In addition, the bank is to be empowered to grant seasonal advances to meet seasonal requirements.—(P.A.)
