PUBLIC DEBT REDEMPTION. M. DOUMEB’S PROPOBALK PARIS, Jan. I.—Further details of M. Doumer’s financial proposals show that they provide for an autonomous fund to redeem the public debt, the fund to be administered by a council composed of ’ independent impartial high officials. Besides, a minimum allocation of 2500 million francs, th® fund will receive any budget surplus, also donations and legacies. The price of tobacco will be increased fivefold compared with ths pre-war prices as a result of the new tax. It is stated that the new special temporary tax on payments will not apply to indispensable foodstuffs.— (A. and N.Z.) January Vote Passed. All-night sittings of the Senate and Chamber of Deputies passed the January vote. On account of the measure being frequently passed between the Houses for the adjustment of minor differences, the Houses, ait 6 o’clock in the morning, are still si* ting.—(Reuter.)
