Compulsory employment by all industries of a certain number of disabled ex-soldiers as a last resort in an effort to suitably employ all these men is recommended in a final report of a Canadian Commission. The Commissioner declares that such legislation exists in practically all Continental countries, and the British House of Commons is now considering a similar measure.
Rebels Gaining Control. A message from Buenos Aires says the rebels are gaining the upper hand around Bao Paulo, and the latest despatches say that unless a political compromise is reached warfare which has now been waged for nearly two weeks promises to be long drawn out.
