TO EXACT REPARATION. BLOCKADE WILL SOON BE FELT London, March 11.—Tho “Daily Chronicle’s” Cologne correspondent, states that General Degcutte, in an hi terview, said: “I am in the Ruhr to get reparations, ami / shall not leave till th<\" arc paid. Th-? struggle has assumed a character that we, did not wish. It is not France’s fault. Our weapon of the economic blockade is limited to certain produces and to individuals lidding Germany’s riches in' their hands. France will not let go. German resistance is strengthening our determination to carry the struggle to a conclusion. The blockade may not be felt till one day, like a bill of ex change, it falls due. My opinion is that the day is not far off. If France i.*> beaten, it will be a misfortune for Europe.” MORE ARRESTS. Paris, March 11.—The French have arrested the Burgomaster, Assistant Burgomaster, and Chief of Police at Buer, near Essen, in consequence of the murder of Lieutenant Coltin, who was in control of the Buer Railway Station.
