London, March 11.—In a leader on the arrest of Gandhi and the events which led up to it, the “Times” says that, the deplorable muddle of the publication of the telegram from the Indian Government to Mr Montagu before Gandhi was arrested will lead the Indian masses to conclude that the professed solicitude of Britain for Mussulman feelings is merely a subterfuge for a decision to take action against Gandhi. Such a conclusion, no matter how false, is bound to weaken, the authority of the Indian Government; but the true cause of its weakness is nearer home. The British Government has shown itself halting, uncertain, and incoherent. BEGINNING OF TBOUBLE. New York, March 12.—Mr Ghose asserts that he has received cable messages stating that Sikh and Punjabi troops at Amballa mutinied after rhe arrest of Gandhi, and that hartals have begun in all the principal Indian cities.
