He states that the present Navy would be adequate if the United States does join a body for the prevention of war. The report characterises Hawaii as the cross-roads and key to the Pacific, and recommends the creation there ofc a fleet operating from a base capable of accommodating the entire American Navy with all its auxiliaries.
