ADVANCES TO GERMANY.

At a meeting of the Foreign Affairs Committee, it was stated that none of the Allied advances to Germany to improve the feeding of the Ruhr miners had been expended for that purpose. M. Leygues declared that Germany undoubtedly had not carried out her undertaking. He added that France, in 1-or .192.1 Budget, was providing an advance of one milliard marks to Germany. This situation could not last. OBLIGATION NEVER RECOGNISED. Received Last Night, 5.5 o'clock. BERLIN, Oct. 10. A Note to the Inter-Allied Military Control Commission says that Germany never recognised any obligation to disband the self-defence organisations, which are non military, only temporary. but necessary.
