AN EXTRAORDINARY MANIFESTO.

CAPETOWN, Dec. 10. - General Ilert/.og issued an extra ordinary manifesto at Bioemfontein, attributing the increasing want and poverty to the high cost of living, the increased prices of shop goods to the dislocation of the exchange, and the want of markets for export to the lack o!' money, the credit pressure exercised by the banks, to the Imperialistic policy of the Government, which he accuses of conspiring with British trading interests to bring about the economic downfall of Africa. Regarding the question of a Republic, while not surrendering the desire for independence, he stated that the right time had not arrived. He said: "The Nationalists hare the right to say they do not wish to bring the matter to a vote at the next elections." He also ,de:iies that the Nationalists were actuated by racial motives, and declares the ideal of the Nationalist party is sovereign independence at the right tine, but the right tinle was not yet. A fundamental reason for their Republican movement is that it ir; equality for British and Dutch in South Africa. Reverting to the Invperialistic policy of the Government, General Hertzog refers to the activity of the British Imperialistic tradespeople and politicians to possess themselves of monopolies of all South African economic sources and means of help. He declares their aim is for a combination or conspiracy, nothing less than to get South Africa economically in their power and bind the people in such a way that for years they will bo a helpless prey to Imperial trade interests and Imperial covetousness.
