TAXATION.

In discussing the question of taxation in the House of Representatives yesterday, the Prime -Minister stated that the country could not do with loss revenue than was at present being raised, and if taxation -was taken off in one direction it must be put on in another. There can be no very general disagreement on this point. But what the country demands is that the incidence of taxation shall be equitable. Nobody can claim that it is so at present. The true basis of taxation is that people should be made to bear their share of the country's burdens in proportion to their ability to do so. ]\lr. Masscy lias promised to set up a committee of the House to investigate the position, but unless he brings clown legislation this session to afford relief to those who are being severely and unnecessarily hit by the war surtax, he will fail to do what is his obvious duty to the taxpayers of the country.
