IMPORTANT JUDGMENT

Affecting Proclamations. (By Electric Telegraph.—Copyright.) (Australian-N.Z. Cable Association.) Received Last Night, 5.5 o'clock. LONDON, Dec. 18. Mr. Justico Sankcy gave a farreaching judgment in favour of the Crown in the case Crown v. Buckcloy, cabled on November 17. He hold that the proclamation on January 25, prohibiting tho importation of chemicals, was illegal. Tho Crown relied on Section 43 of tho Customs Consolidation Act, 1870, reading: "Tho importation of arms, ammunition, gunpowder, or any other goods may bo prohibited." Mr. Justico Sankoy held that tho words "any other goods" must bo construed as referring to goods ejusdom generis. Tho Crown is appealing, as tho decision apparently affects tho Government's entire system of prohibiting imports by proclamation.

THE GOVERNMENT'S PROPOSALS. Received Last Night, 5.5 o'clock. LONDON, Pec. 18. Sir Auckland Gcddcs, in tho llouso of Commons, announced that, in viow of Mr. Justico judgment yesterday, ho had instructed tho Cut* toma to allow tho importation of all articles affected, ponding a reversal on appeal, or legislative action. Tho Government, during tho noxt session, will press forward legislation to re-impose restrictions to tho limited extent conferred by the Anti-Dumping Bill.
