THE LOTTERY PROPOSAL. Mr F. Norris, of Masterton, secretary of the National "Service League .has received the following communication from the Department of Internal Affairs, dated November 13th : '••Sir,—With reference to your letter of 13th September last addressed to the Right Hon. the Prime Minist4er and referred to this office, respecting homes for soldiers and workmen, I am directed by the Minister of Internal Affairs to inform you that the scheme for a Soldiers' Home Building Society with an authorised capital of £50,000, does not appear to involve a lottery, but would seem to be a matter to be den It with by tlie formation of a Company. Your No. 2 suggestion, however, whereby the sum of £ISOO may be won, and the profits to he handed to a crippled soldier, involvt-s a lottery, and the Minister of Internal Affairs regrets he is unable to see his way to. grant permission to hold the same."
