PEACE TREATY
AMERICA WILL SIGN
ULTIMATUM TO RUMANIA,
(By Electric Telegraph.—Copyright.) (Anstralian-N.Z. Cnbio Asboemtiuu., Received Last Night, 7.30 o'clock. PARIS, Nov. 13. Anglo-French Ministers, during M. Pichon's visit to London, arrived at tho conclusion that the American ratification of the Peace Treaty was certain. ~ The proposed reservations aro purely a Parliamentary move in internal politics. Britain and Franco have agreed to mako no further sacrifices by way of intervention in Russia. Tho Supreme Council 's ultimatum to Rumania demanded tho signature of the Treaty within six days. It frankly enumerated Rumania's shortcomings, including her delay in entering the war and her abandonment of the war while 400,000 troops were available under arms. Tho ultimatum ■ has not been actually dispatched, but an, announcement of its terms has brought a communication from Rumania to the effect that tho latter is ready to sign. I
