It frankly enumerated Rumania's shortcomings, including her delay in entering the war and her abandonment of the war while 400,000 troops were available under arms. Tho ultimatum ■ has not been actually dispatched, but an, announcement of its terms has brought a communication from Rumania to the effect that tho latter is ready to sign. I
