HAPSBURG EMISSARY
(Received Last Night, 8.15 o'clock.) BERLIN, August 10. Owing to the events in Hungary, tho ex-Emperof Carl is sending an emissary to Vienna to negotiate for the restoration of the monarchy in German Austria. Aeroplanes dropped leaflets in Budapest, asserting Carl's claims to the Hungarian throne, and disparaging the Archduke Joseph.
