STRAINED RELATIONS

Evidence of the growing strain in the relations between Germany and Austria is contained in an official despatch, from France, which quotes ths Austrian Premier .as formally rej Crating that Austria will take no part in the military action against Russia or Rumania, nor will Austria send troops into Ukraine. The despatch also refers to a m eeting of the Emperor aad Kaiser on Sunday, and says it seems there is li ttle doubt that a serious conflict has arisen between the two nations, whic h Germany is determined to settle by violent measures if necessary.
