PROPORTIONS L REPR ESENfPATION. (Australian-N.Z. Cable Association.) '(Received Last Night, 8.20 o'clock.) LONDON, February 6. The House of Lords considered tho House of Commons' reason for disagreement with the Lords on the Franchise Bill. Itlarl Ourzon said the Government was prepared to accept the appointment of a commission t-> consider the proportional representation. The Government was anxious for the experiment m proportional representation, but could not become respond sible for pressing a measure distasteful to the. House of Commons. Lord .Lansdowne's amendment was carried, appointing commissioners to prepare a scheme whereby KM) members would be elected to the House .of Commons upon the principle of ■ proportional representation for the British constituencies returning ■three or more members. Tin's scheme will be submitted to Parliament, and, if aproved of, will become law. [ Tho House of Lords, by 74 votes to 33 struek out an amended version of the alternative vote in order i to prevent the loss of the Frnehiso Bill. The House of Commons lus agreed to the Lords' amendments. The session has ended. The new session begins on the 12th.
