In any Handicap Race (except tho Wairarapa Cup Handicap), the winner of any flat race after declaration of weights shall carry a penalty of 101b. and of every additional race a further penalty of Gib extra. Horses handicapped at 8.10 and over to carry only half the above penalties Or, if the Handicapper considers ir necessary, he may increase the abovt penalties.
