ARMS PROCLAMATION.
(Received Deceniber 23, 9.20 a.m.). " LONDON, December 22. The Arms Proclamation was issued under the Customs Act, which cannot cover the, movement <of goods from one part of the United Kingdom to , another. The second proclamation set forth the powers of the Customs officials in the matter of the seizure of arms intended for ultimate exportation from the United Kingdom.
