ESSAD HOISTS THE AUSTRIAN FLAG. FIERCE FIGHTING. (Received September 23rd, 11 a.m.) PARIS, Sept. 23. The Janlna correspondent of the newspaper Temps ,states that a state of absolute anarchy exists in Albania. Moufid Bey, the Provisional Foreign Pasha, is marching against Essad Pasha, who has hoisted the Austrian flag, and' summoned the Government at Vallona to surrender. BELGRADE, Sept. 23. A telegram states that twenty thousand Albanians have captured the fortifications at Dibra after fierce fighting. Two hundred Albanians were killed.

SERVIA WARNED. BY RUSSIAN GOVERNMENT. (Received Last NigfTT, 11.15 o'clock.) VIENNA, Sept. 24. It is reported in diplomatic circles that Russia has warned Servia against sendfing troops to Albania, declaring that reinforcement of Tier Trontier forces wiil amply suffice.
