Mr Gourlay, president of the Canadian Manufacturers' Association, in his annual address, regretted the humiliation of the position in which Canadians had been placed. They had pledged them selves in connection with naval defence, yet nothing had been done. Their honourable ambition had been converted into a football for Parliamentary polities.
