TO EXCLUDE ULSTER. SIR E. CARSON'S AMENDMENT. I (Received January 2. 10.30 a.m.) LONDON. January 1. Sir. Edward Carson (Unionist member for Dublin University) moved his amendment to exclude Ulster from the provisions of the Bill. He denied that he was making a compromise, but said it was dangerous to drive Ulster from tlio existing Constitution into a loathsome one, which it abhorred. Mr Asquith said the amendment would wreck the Bill. To exclude, several Nationalist counties was not democratic. The Legislature could not accept the claim of a section of Ulster to veto the Bill.
