ROME, September 25. Italy seeks a base in Tripoli, but offers to maintain Turkish suzeranity. In the event of a refusal or any menace being offered Italian safety, Italy Svill send thirty thousand troops. The, Turkish garrison in Tripoli is estimated at thirty thousand. LONDON, September 25.
