TENDERS HIS RESIGNATION.

TSAR DECLINES TO ACCEPT IT.

ST. PETERSBURG, March 20

The Russian Premier and Minister of the Interior. M. Stolypin, tendered his resignation, but the Tsar declined to accept it. The reason for the action of M. Stolypin was that the Council of the Empire rejected the Electoral Bill, which, by, in the first place, dividing the constituencies according to nationalities*, was intended to c transfev the power of the Poles to Russians in the Zemstt os in the western provinces.

M. STOLYPIN'S RESIGNATION ACCEPTED.

ST. PETERSBURG, March 21. The Czar has accepted M. Stolypin's resignation. M. Kokowtzoff, Minister of Finance, succeeds M. Stolypin.
