TEE RUSSIAN " BACKDOWN." FREE USE OF THE "MAILED FIST." AUSTRIA UNDER OBLIGATION TO GERMANY.

j Russia's acceptance of Germany's Note is likened to M. Delcasse's fall over the Moroccan question. It is understood that when the German Ambassador reminded M. Isvolsky that Austria was Germany's ally, M. Isvolskj reported to the Russian Cabinet the probability of Germany mob ilising on the Russian frontier within 48 hours. Realising the unreadiness of the army, the majority of the Ministers voted for brintriner pressure to bear upon Servia. The St. Petersburg Press are profoundly indignant at the unreasonable panic, and state that the abandonment of Servia will lead to the eclipse of Russian influence in the Balkans. LONDON, March 29.
The "Daily Mail" declares that the victory was secured by the free use of the '"mailed fist."
The Vienna correspondent of "The Times" reports that the agreement between England and Austria is complete. Servia is beginning to discharge her Reservists, and the Powers to-day will invite Servia to supplement the last Note with the formular agreed upon between Baron Von Aehrenthal and Sir Edward Grey. Austria will afterwards request Britain to consent to the abrogation of article 25 of the Berlin Treaty, including the sanctioning of the annexations which Britain will concede. The meeting in conference of the Powers is being left an open question. It is understood that Servia undertakes to reduce her armaments to the normal level, and preserve neighbourly relations. Summing the situation up, the correspondent states that Austria spent thirty millions on mobilisation, but the army is readier than since 1889. Germany's assurance of full military and diplomatic support strengthened the alliance and left Austria under a deep obligation, upon which Germany certainly will not hesitate to draw,
