PROPOSED TO LIMIT APPEALS. A PROTEST. OTTAWA, March 5. Sir Edward Clarke, the eminent King's Counsel, addressing the Empire Club at Toronto, protested against any proposal to limit appeals to the Privy Council. He declared that the latter had in many instances saved the courts of the colonies from perpetrating great wrongs.
