WELLINGTON, February The following is Captain Edwin's weather forecast to 3 p.m. to-mor-row :—Moderate to strong southerly winds, with fine weather and slowly rising barometer, northward of Napier and New Plymouth; moderate to strong westerly winds, with falling barometer, in all other parts of the country, with indications for rain.
