PRESIDENT'S MESSAGE TO CONGRESS. Received February 19, 8.20 a.m. NEW YORK, February 18. President Roosevelt, in a Message to . Cjngress, strongly suppons a lock canal at Panama, and a reduction of the height of th 3 Gatun Dam by 20ft, at a complete cost of seventytwo millions sterling.
