ADELAIDE, February 18,

Major General Downes, ex-com-mander of the Victorian forces, has returned from South Africa. He states that the T/an vaal is slowly recovering from thi depression which followed the war. The old racial hatred is dying out, and he believes the Union of South Africa will be of immense advantage to the whole country.
