By Telegraph—Press Association. WELLINGTON, December 18. The following is Captain Edwin's forecast to 3 p.m. to-morrow: — Southerly winds moderate to strong north of New Plymouth and Napier, northerly strong to gale with rain probable elsewhere. Little movement of the barometer north of New Plymouth and Napier, but falling elsewhere.
