PRESIDENT ROOSEVELT'S MESSAGE. A WANTON INSULT. Received December 18, 8.5 a.m. NEW YORK, December 17. The United States Senate has directed the Appropriation Committee to recommend a suitable course of, action in regard to President Roosevelt's Message, referring to secret service men and politicians. Some Senators described President Roosevelt's action as the most wanton insult ever offered to a Legislature; EVIDENCE DESIRED. Received December 18, 10.55 p.m. NEW YORK, December 18. The United States House of Representatives invites President Rjosevelt to produce evidence justifying' his reference to secret service men and Congress.

Members of Congress are indignant at the suggestion in the President' 3 Message to Congress last week that secret service men should be employed to watch legislators, in order to discover whether their private acts conformed with their public professions. The Houses of Representatives at Washington, like the Senate, unanimously referred to a committee the passape in question, with a view to considering the question of expunging it. It is stated that if a storm bursts, Mr Roosevelt has a masH of materia] to justify his statements.
