Lloyd-George, Chancellor of the Exchequer, addressing a gathering of Welshmen at the National Liberal Club, declared that the whole fortunes of Liberalism would be staked on one great attempt to shatter the sceptre of the House of Lords. It may, he said, be the final struggle between democracy and aristocracy.
