PROPOSED COLONIAL LEGISLATION.
MR FISHER'S VIEWS
OBJECTIONS TO NOMINEE
SYSTEM,
Received December 8, 9 a.m
MELBOURNE, December 8
Tha Federal Prime Minister, Mr Fisher, referring to the proposa by Lord Rosebery's Committee for the appointment of colonial nominees to the House of Lorde, said that while he did not consider a Council of Em-
pire an impossible proposition, any attempt to hurry it would defeat the object of those desiring closer connection with the Empire. On the face of the cable announcing the committee's recommendations, it looked as if it was proposed to allow Australian representation by nominees in the House of Lords. However, Australians were not likely to take kindly to such a proposal, seeing that the House of Lords has no power to deal with financial questions. "The objection to nominees i.i any House," added Mr Fisher, "lies in the change of Ministries so frequent in Australia, which might involve variation of the policy on Impe-ial matters. There would also be a difficulty in securing suitable nominees; the man is not y«/t born who would be free from influence in Imperial London."
