PERSIAN AFFAIRS.
THE SHAH RE-ISSUES HIS PROCLAMATION. PRESUMED TO BE TESTING FOREIGN PRESSURE. Received December 2, 9.40 p.m. TEHERAN, December 2. The Shah's proclamation abolishing the Constitution and refusing to assemble Parliament has'again been placarded in Teheran. It is believed this action has been taken with a view of testing the earnestness of the British and Russian representations.
