JAPAN'S REGENERATION.
A remarkable Imperial rescript was recently gazetted in Japan: Tt states: "In view of the unceasing and rapid advancement of civilisation, which, actuated by the common efforts of all nations, East and West, contributes to the common weal of the whole world, it is our wish, while strengthening ou" relations of good understanding and close friendship with other Powers, to share fully in the benefits of the general amelioration. In order to keep pace with the constant progress of the world and participate in the Llessings of its civilisation, the development of the national resources is manifestly a requisite of prime importance, and it is believed that our country, which but recently emerged from a sanguinary war, calls for activities in the various branches of the Administration. We desire all classes of our people to act in unison, to be iaithful to their callings, frugal in the management of their household, submissive to the dictates of conscience and call of duty, frank and .sincere in their manners, to abide by simplicity, avoid ostentation, and inure themselves to arduous toils, not yielding to any degree of indulgence." The rescript concludes by exhorting the people to loyal cooperation in furthering the noble work of restoration. This notable document refers, in the first place, to Japan's peace policy; scondly, to national diligence; and, thirdly, to manners. It emphasises the importance of developing the national strength and healing the wounds of the war in a peaceful way, and is addressed to the forsign Powers as well as to the Japanese nation.
