A TARIFF FOR REVENUE.
Received November 23, 10.45 p.m. LONDON, November 23. Mr Andrew Carnegie, the American millionaire, in an article in the "Century Magazine," suggests that the time has now come for Congress to introduce a tariff for revenue instead_of tariff protection. He argues that protection was justified in new countries. It was the only policy available for Canada and Australasia.
