Received November 18, 10.30 p.m. LONDON, November 18. Mr Henniker Heaton, in a letter to "The Tunes," retorts that Lord Balfour of Burleigh, Chairman of the Inter-Departmental Committee, which reported that penny a word cables were impracticable, is director of several cable companies.
