BOROUGH WORKS COMMITTEE.

A meeting of the Works and Finance Committee was held on Tuesday the Bth inst. There were present —Crs Elliott, Ewington, Haughey, Hunter, Morris, Pauling, Pragnell, Prentice, and Yarr. Accounts totalling £456 12s 7d, as set out in order in treasurers' book, were submitted and passed for payment The report of the Acting Town Clerk and Borough Engineer of September Bth, 1908, in the following terms, was submitted and received:— Tha work of regulating the rides an:) of strengthening the haunches of Pine Street from its intersection with Chapel Street to the railway station is now Hearing comuletioon. I advise that the Council should in the near future give the road a complete •coating of broken metal or other suitable material. Similar work has been commenced in Lincoln Road. 'Pre work of kerbing and channelling in Villa Street is proceeding. Where 1 h-j uvi to rial is suitable I am using the surplus soil from the grading operations in Pine Street and Lincoln Ku d in the reformation of parts of Bfiitley Street and Villa Street. This will ultimately be a considerable giving in the co9t of such formation. T.ie kerbing and channelling and formation of path from the Queen's liottl to Kuripuni stream has now b-3en completed. I have gone closely into the question raised by Cr Haughey on the subject of the Dixon Stnet Baths, and I advise the Council to lay a new line of pipes from the 'nth? i"to the stiearc, Eubject tc the A. and P. Association's consent, which I understand will be readily giv3n. I estimate the cost of this ~-;rk at £3O, The consolidation of the road metal on Queen Street South has been recommenced and will be carried to completion if weather permits. I have settled, on behalf of the Borough Council, the plan and specifications of the proposed new streats in Solway Estate. The work of connecting the Borough's high pressure water supply to the Waingawa has been completed, and the whole of the reservoir fittings cleansed. The balance-sheet of the Bjrough for the year ending March a Ist, 1908, as certified by the Gov-e-nment Auditor, has been printed, and now lies upon the table. The reDort was adopted.

An application for a water supply was received from the proprietor of the Tararua vineyards, which was referred to the Borough Engineer xor report. On the motion of the Mayor, seconded by Cr Ewington it was resolved that it be and is hereby an instruction to the Acting Town Clerk t) call separate t3n3ers for the shifting back of such buildings as now stand in the liiie.of the chain road in K jripuni Street on one side, and a specification to be prepared. That each tender be accompanied by a deposit of 5 per cent, upon the amount of such tender, and that the tender be considered this day two weeks.

It waß further resolved that the Eitiineer ascertain and report upon thi extent of such setting back in conjunction with a committee consist.ng of Crs Prentice and Pauling. 4n application was received pray- j ing for the remission of rates under j Section 59 of the Rating Act on the ■ penalty accrued, 15s 6d, plus 3s cost of summons, on the ground of poverty, which was considered and granted. An application was received from ' thi t;ejretary of the Masterton Fire Board for a list of the licensed dangerous goods stores in the Borough. The Council recommended that such list be furnished. A latter from the Secretary of the Fire Board alleging the issue of licenses of buildings for public meet- , i'lga is not in compliance with the law was received. It was resolved that the outstanding rates of a ratepayer (£2 6s sd) ba written off on the ground ot poverty under Section 59 of the Rating Act. An application was Submitted on behalf of the Ranker for the payment of the sum of 15s—a fee for destroying and burying a horse. —It was resolved that a committee, consisting of Crs Ewington, Morris and Pragnell, be appointed to report upon the application. The Engineer was requested to arrange if possible for the cartage to the depot of such stones as are found to be suitable from the excavations at the Park. The Acting jTown Clerk reported thai he had issued an auctioneer's license to John Alexander James MacLean for a period down to December 31st next. —The Committee resolved that the action of the Acting Town Clerk be approved. The Mayor moved that the Council call applications by public advertisement for a gentleman to fill the position of Town Clerk and Borough En- j gineer combined, this position to take effect from October 15th—the date of the expiration of the Acting Town Clerk's term of office and the date of Mr Brown's resignation, the advertisement to appear in both looal papers and in a Wellington paper, the insertion to appear daily for one week; that applications be receivable down to the Ist of October next, ' accompanied by testimonials; that appointment be subject to termination on three months' notice on either side, and that persons applying for the position will be required to furnish the necessary fidelity guarantee the premium upon which to be paid by the Council; that the salary to be £4OO per annum. Cr Morris seconded the motion, which was carried. A division being claimed, there voted—Ayes: Crs Haughey, Morris, Pauling, Pragnell, Prentice, Yarr, and the Mayor. Noes: Crs Elliot*, Ewington and Hunter. i The Mayor reaffirmed his decision, declaring the resolution to be carried.
