All right-thinking persons will agree that orphans and destitute children and children brought up in criminal surroundings should be taken awjy and kept under public control. There are those,' however, who are under the belief that they have only to apply to the police in order to have the burden of keeping and bringing up their children removed on to other shoulders. This idea should be promptly discouraged, and if ablebodied persons endeavour to shirk their responsibilities, in connection with the proper bringing up of the'r offspring, steps should be taken to make such persons realise the duty they owe their children, and the/ should be punished if thsy neglect or underfeed them
