THOSE FOOT-WARMERS.
Some years ago, and long after passerigers on other lines in the Dominion were enjoying tham, we were promised foot-warmers on the Waicara a line. Last wjnter they vvera actually in evidence for a brief period, but this winter they are conspicuous by their ab3ence. There is no'necessity to dwell upon the fart that footwarmers are a reasonable luxury with which the Department should provide passengers. They may not be absolutely necsssary in order to make a journey in the railway, but then it might be argued that seats are not necessary either. The railway carriages in the early morning are like freezing chambars, and complaints against the Department for their inattention are numerous. It is probable that the supply of footwarmers in the Dominion is limited, and that the Department is giving some other Bection of the line the benefit of those enjoyed by Wairarapa passengers last winter. This appears to be the only way to account for the Department's action.
