The Chinese Ambassador in London has communicated with certain representative fellow-countrymen in Melbourne, stating that he has completed arrangements with the British Government for the establishment of Chinese consulates in Australia, New Zealand, and South Africa, and has reported to that effect to the Government at Pekin. A consul-general will first be appointed for the Commonwealth, with headquarters in Melbourne, and he will appoint the consuls for the various States. The Ambassador's communication adds that the gentleman selected as Consul-General will be a highly-educated Chinese gentleman, who has had a thorough training in diplomatic affairs.
