BAD STATE OF AFFAIRS. Received Maarch 24, 8.35 a.m. SAN FRANCISCO, March 23. San Francisco newspapers declare that "graft" in connection with the rebuilding of the city is worse than under Ruef and Schmidt. Eugene Schmidt, while Mayor of San Francisco, carried on a system of "graft" and blackmail, and he was aided by a lawyer named Ruef. Both were convicted of extortion and sentenced to imprisonment.
